Pam Scaggs has been promoted to the position of City Clerk for the City of Kannapolis. As clerk, she will be the primary custodian of public records for the City.

Pam will attend every City Council meeting, prepare agendas, and record the minutes of these meetings. She will coordinate calendars for City Council members, handle public records requests, and field calls from the public, providing administrative support to the City’s staff leadership team, among other responsibilities. Additionally, she will handle updates to City ordinances, track City Council resolutions, and sign contracts and official documents.
Pam has served as the City’s Planning Department Administrative Assistant since 2015 and has 30 years of high-level administrative experience. Pam was appointed “Acting City Clerk” in 2019 and completed the North Carolina Certified Municipal Clerk certification in 2023. She is a North Carolina Notary and an active member of both the International Institute of Municipal Clerks and the North Carolina Association of Municipal Clerks, having served on the State Certification Committee in 2023.
“Pam has been a highly valued member of our Kannapolis team for the past decade, and I am excited about this new opportunity for her to grow professionally. I am confident she will excel in this new role,” said Kannapolis City Manager Mike Legg.
Her previous administrative experience includes working in the banking industry. A native of Greenville, Pennsylvania, she attended Edinboro University.
Pam and her husband, Denver, have been married for 36 years and have three children and two grandchildren.
She replaces Bridgette Bell, who retired after serving as City Clerk for over 30 years.
